Library Specialist
The Library Specialist is part of the RSL management team and will
assist Sanborn’s RSL Project Manager in leading the decision-support
team and library functions in support of new RSL missions requiring
advanced applications of library sciences. This includes leading the
conversion of the RSL analog library into a virtual library using
state-of-the-art library science ensuring appropriate handling,
filing, distribution, and safe-guarding of all library source
materials, including inventorying of materials. Makes recommendations
on process improvements, is responsible for the quality of products
and services performed by the library team, managing production
schedules to meet client delivery expectations, and providing weekly
progress reports.Duties Include:
-Make interpretations and determinations using protocols and systems
-Directs staff and activities in conducting team-business of the
Decision Support Team.
-Becomes authorized and maintains proficiency in all major tasks
pertaining to the Decision Support Team.
-Develops recommendations and draft requirements for disposition,
organization, and retention of library source materials and records.
-Evaluates virtual library concepts and applications and makes
recommendations for the establishment of the RSL virtual library.
-In the performance of assigned duties, adheres to NRCS protocols,
procedures, policies and guidance.
-Develops expertise in the application of RFID technology.
-Utilizes spreadsheets and databases to develop various lists in performing team
business.
-As directed, prepares for and initiates conversion of analog library materials into a digital ‘virtual’ library.
-Recommends file naming conventions for new RSL business enterprises requiring the storage and retrieval of analog or digital source materials.
-With approval of the NRCS Decision Support Team Leader, conducts pilots to prove concepts before full implementation.
-Drafts requirements for document scanners and other library equipment, tests alternatives, and provides documentation and recommendations for the acquisition process.
-Develops draft procedures for scanning 35 mm historical slides and other historical format photography.
-Develops new procedures to capture metrics related to library management.
-Develops a quality control plan to monitor the efficiency and effectiveness of RSL library operations.
-Leads and conducts team-area QC activities and documents findings.
-Makes and/or directs appropriate corrections.
-Analyzes library production and QC findings and makes recommendations for additional corrective and/or preventative measures.
-Routinely coordinates with other RSL Library Specialists in implementing nationally consistent QC and training plans.
-Directs activities and resources in providing for quality, quantity and timeliness in the delivery of products and services.
-Utilizes and maintains, as appropriate, library equipment and database tracking systems.
-Perform photo interpretation to monitor change and assess conditions
-Determine scale and make measurements from photography using GIS tools
-Use of data recording instruments and related software
Requirements:
Education: A minimum of a bachelor’s degree with five years of
professional experience managing analog and/or digital records and
materials. Highly preferred is a bachelor’s degree in library science
with experience in records management, library/information science
and/or archival science.
Experience: Demonstrated success in managing the overall coordination
of work assignments for employees and/or teams. Knowledge of
Business-industry analog and digital filing systems (e.g. medical,
legal, business) and radio-frequency identification (RFID)
applications in records and materials management.
